In order to meet the needs of the service-seeking citizens, in 2000, the Public Administration Reform Commission recommended the formulation and implementation of citizen certificates in government service providers. One of the main purposes of introducing a citizen's certificate was to inform service recipients about the services available. The Secretariat Guidelines, 2014 place special emphasis on providing citizen-friendly services through the use of information technology. The guidelines include Service Process Simplification (SPS), which will encourage government officials to improve the quality of services.
One of the prerequisites for good governance is to enable and mobilize government agencies to provide services and ensure their accountability. After the enactment of the Right to Information Act-2009, there has been an obligation to provide information about the services of government service providers. In view of this, in order to enter and analyze the detailed information of the services of the government department in a single access point, an initiative was taken to formulate a service profile. To this end, the District Employment and Manpower Office has also formulated an up-to-date and quality service profile to facilitate services.
